উন্নয়ন প্রচারে ব্যাংকের এমডিরা
প্রথম আলো, 13 December 2018আর্থিক খাতের উন্নয়ন প্রচার করতে মাঠে নেমেছেন সরকারি-বেসরকারি ব্যাংকের ব্যবস্থাপনা পরিচালকেরা (এমডি)। সেন্টার ফর পলিসি ডায়ালগের (সিপিডি) সংলাপে ব্যাংক খাতের ২২ হাজার ৫০২ কোটি টাকা লোপাটের তথ্য দেওয়ার তিন দিন পরই মাঠে নামলেন তাঁরা। এই প্রচারে গত ১০ বছরের উন্নয়ন তুলে ধরা হচ্ছে।

অব্যবস্থাপনা তো আছেই। সঙ্গে যুক্ত হয়েছে কর্মী নিয়োগে রাজনৈতিক চাপ। আর এতেই পল্লী সঞ্চয় ব্যাংকের কার্যক্রম মুখ থুবড়ে পড়েছে। ২০১৬ সালে প্রতিষ্ঠা হওয়ার সময় ব্যাংকটির খেলাপি ঋণ ছিল ৪৭ শতাংশ, এখন তা বেড়ে হয়েছে ৭৩ শতাংশ।

প্রকৃত অর্থে দেশের ব্যাংকিং খাতে বিশৃঙ্খল অবস্থা বিরাজ করছে। বিদ্যমান নিয়ম-নীতির তোয়াক্কা করছে না অধিকাংশ ব্যাংক। খেলাপি ঋণের পরিমাণ বেড়ে উঠলেও বিপরীতে প্রভিশন সংরক্ষণে গড়িমসি করছে কিছু ব্যাংক। শুধু প্রভিশন সংরক্ষণে অনিয়মই নয়, খেলাপি ঋণ নিয়মিত দেখিয়েও ব্যাংকের অবস্থা ভালো দেখানো, ঋণ পুনঃতফসিল, পুনর্গঠনসহ অন্যান্য ক্ষেত্রেও অনিয়মের আশ্রয় নিচ্ছে কিছু ব্যাংক। সংশ্লিষ্ট ব্যাংকগুলো কৃত্রিমভাবে ব্যাংকের আর্থিক চিত্র ‘উত্কৃষ্ট’ ও পারফরম্যান্স ‘অতি উত্তম’ দেখানোর জন্য যতটা আগ্রহী, নিয়ন্ত্রক সংস্থার নির্দেশনা এবং প্রযোজ্য আইন ও বিধিবিধান পরিপালনে ততটাই উদাসীন। বাংলাদেশ ব্যাংকের তদন্তে একাধিক ব্যাংকের বিরুদ্ধে তথ্য গোপন ও নিয়ম পরিপালনের ব্যত্যয় ঘটিয়ে মুনাফা বাড়িয়ে দেখানোর সত্যতা মিলেছে.......
